7th Pay Matrix Table

The table of the 7th Pay Matrix has two dimensions—horizontal and vertical, with 18 columns and 40 rows.

In the horizontal range, each level corresponds to a "functional role in the hierarchy" with numbers assigned 1, 2, 3, and so on until level 18.

On the other hand, the "vertical range" signifies 3.00% "pay progression" per year with each level.

What is a Pay Matrix?

A pay matrix is a chart that shows changes in the salary structure of central government employees. Its columns are divided into pay levels and rows that reflect salary increments up to 40 years.

Employees can also use a pay matrix to check their current pay level and predict their potential growth throughout their careers.

The most recent pay matrix used to determine the pay level of any central government employee is the 7th pay commission pay matrix.

What is the Minimum Pay?

Every central government employee is entitled to a minimum wage of ₹18,000. The cabinet has approved the recommendations to raise the minimum pay, leading to significant hikes in central government officials’ salaries.

What is the Fitment factor?

The fitment factor is the number that is equally multiplied by the pay matrix's basics in each row.

For the 7th Central Pay Commission, the current basic pay of central government employees is multiplied by the new fitment factor. Basic pay is the sum of the central government employees’ pay scale and the grade pay.

The 7th CPC’s fitment factor is a pay hike of around 2.57% for employees and pensioners. This means that all central government employees and retirees' basic salaries will be multiplied by the fitment factor of 2.57.

7th CPC Children Education Allowance

Central government employees are given a Children's Education Allowance to cover the costs of their children's education.

The allowance covers education costs for school and hostel. A differently abled child receives twice the amount of allowance. Currently, two children of an employee are eligible for the allowance if they attend a recognised school.

These expenses are reimbursed after a certificate from the head of the educational institution is presented.

Under the 7th CPC, the education amount has been increased to ₹2,250 per month from ₹1,500 per month. And the hostel subsidy amount is increased to ₹6,750 per month from ₹4,500 per month.

7th Pay Commission for Pensioners

The Commission's recommendations for staff pay resulted in a substantial increase in the minimum wage from ₹7,000 to ₹18,000 per month.

This means the minimum pension would also increase from Rs. 3500 to Rs. 9,000. According to the Commission's recommendations, the minimum pension will be increased by 2.57 times over its current level.

Salary Structure of the 7th Pay Commission

The 7th Pay Commission in India introduced a new pay fixation table known as the Pay Matrix Table and the pay structure will start from the 1st Pay Level to the 18th Pay Level.

How to calculate salary in the 7th Pay Commission?

The basic salary, or basic pay, is the key element of salary calculation in the 7th pay commission for central government employees.

The total amount of Basic Salary + Dearness Allowance (DA) + House Rent Allowance (HRA) + Travel Allowance (TA) + Eligible Other Allowances and any incentives put together equals gross monthly salary for the government employees in the 7th Pay Commission in India.

What is the HRA for the Central Government Employees?

Under the 7th CPC, the House Rent Allowance (HRA) has been revised for central government employees. The HRA stands at 27%, 18%, and 9% of the basic pay for X, Y, and Z-class cities, respectively.
